Contested Discourse,Contested Power: Nationalism and the Left in Paraguay

Nationalism has been a key, but generally overlooked, component of twentieth‐century Paraguayan politics and an important explanatory factor in the country’s political outcomes. Indeed, it has been central to the struggle for political power, most significantly to the continuing hegemony of the Colorado Party. This article traces the development of the Paraguayan Left, highlighting its structural and functional weaknesses, and analyses its relationship with nationalism, in particular with the dominant Colorado nationalist discourse. It argues that an important failure of the Left – and indeed other political parties and movements – has been its inability to produce a successful challenge to this hegemonic discourse.     

Britain's Oddest Election?

Fringe political parties did well in the European Parliament elections in June 2005. The British National party won their first seats; altogether, four in ten British voters supported a party not represented in the House of Commons at Westminster. YouGov questioned more than 32,000 electors at the time of the election, in order to find out who voted for each party and why: the sample was big enough to enable robust analysis to be done on the BNP, UKIP and Green vote, as well as the supporters of Labour, the Conservatives and the Liberal Democrats. YouGov's findings show that there was disillusionment with the traditional main parties, and fears for the future, that were felt by voters across the political spectrum, and not just the supporters of the fringe parties.     

Informality and Circumscription: The Blair Style of Government in War and Peace

In the latest of his periodic 'overflights' of the Blair style of government since 1997, Peter Hennessy examines the significance of the 2004 Butler Report (on intelligence and weapons of mass destruction prior to the Iraq War) for Tony Blair both as war premier and also as an indicator of his governing practices in general. He concludes that the Cabinet's overall performance on the road to war was seriously inadequate, and is especially critical of its failure to test out fully the Attorney General's opinion in the legality of the war.     

Leadership Selection Processes and Careers: A Comparison of Australian and Canadian Premiers

In a recent analysis of the role and office of premier in Australia, Shaman, Hughes and Tuffin demonstrate that its fundamental characteristics derive 'not from interaction with the broader political context but from the inherent logic of [the] constitutional system'. In this paper we test this argument by comparing Australian state premiers with their Canadian provincial counterparts. If Shaman et al. are correct about the institutional imperatives of leadership careers, Canadians and Australians ought to have similar career patterns given the basic similarities between the two systems. Where differences exist, they may be explained by the selection processes used by parties to choose their leaders.
